Then he signs it.

Stamps it.

Signs it again.

Nods to himself.

Then hands it all the way back down the line.

Herbert gets it.

Hands it to the Secretary Bird.

The Secretary Bird hands it to Larry.

Larry hands it to Gary.

Gary hands it to the last mallard.

Who hands it to the next mallard.

Then the next.

Then the next.

Until...

Four thousand mallards later...

It finally makes its way back to you.

You're officially approved.
